Gonzo Kuroiwa (クロイワ・ごんぞう?, Kuroiwa Gonzou) is the antagonist in FLCL: Grunge. He was the mayor of Okura.

Gonzo is first introduced when he and his date, Haruko, visit Miyabi Sushi for dinner, as he claims that it is his favorite restaurant. Shinpachi, the son of the restaurant's owner, is surprised to see such an attractive woman dating a bald and extremely short, cartoonish looking man.
During their date, Haruko flirted with Shinpachi while Gonzo would brag about his wealth and political power. They are later joined by Mr. Yamaguchi, a robot who is the executive director for Medical Mechanica and discuss the arrival of Commander Amarao. After Haruko slips a usb drive into Yamaguchi's sushi, infecting the robot with a virus, an alarm goes across the city. Gonzo then suggests that they get out quickly and take the last rocket to leave Earth, as he has a large amount of tickets. Seeing an opportunity, Haruko immediately kicks Gonzo and defeats his security team, before fleeing. As Shinpachi confronts the mayor for not paying his bill, the now angry mayor insults the boy and walks out of the restaurant while calling the head of the Samueda-gumi, one of the two local yakuza groups.
Meanwhile, as members of the Samueda-gumi and their rival, Keshibishi-gumi, fight in the streets, Shinpachi's friend, Shonari, tries find his brother, Dainari, who is a member of the Keshibishi-gumi. Upon entering the district, he found Dainari grappling with a rock alien from the Sameueda-gumi armed with explosives. Just before Shonari could get to his brother to help him, the dynamite exploded, knocking him back. Upon waking up, he found the Keishibishi-gumi's leader, clutching Dainari's severed head, as he had pushed her out of the way to save her before the alien could get to her. As they mourn over Dainari, she points to a poster of the mayor on a nearby wall and tells Shonari that Gonzo is the one responsible for the gang war.
Later that night, Haruko, who had been working at a hostess club, announced her resignation and gave her fellow hostesses the remaining shuttle tickets. Upon exiting, she is immediately confronted by Gonzo, along with his security team, the city's police force and a large group of Samueda-gumi members. Gonzo becomes even more furious as Haruko revealed that she cat fished him and gave away all of shuttle tickets, except for one that she will use to see her special someone. Gonzo then orders the large group to kill Haruko just before Shinpachi arrives on his motobike, knocking down a large portion and using angry fish to attack another portion of the team.
Despite knocking them down, one of the Samueda-gumi members gets ahold of Shinpachi as the mayor insults Shinpachi and his family's restaurant. Just as Gonzo orders the yakuza to kill the boy, Shonari jumps down from a nearby building, knocking the yakuza back and freeing Shinpachi. As Gonzo tries to assess what has just happened with his men, Shonari charges at him while drawing out his katana. After a quick flash of light, Gonzo's scream is heard as his now headless body dropped to the floor, while Shonari licked off the blood that landed on him.
